Who must be trained?

* Any employee (full-time, part-time, seasonal or substitute) who operates any industrial truck powered by an electric motor or internal combustion engine.

How often does OSHA require operators to be trained?

* Operators must be trained and certified every 3 years.

What types of equipment require trained operators?

* Any powered industrial truck must be driven by certified operators. Equipment types that require certified operators include, but are not limited to: fork lifts, tow tractors, and motorized pallet jacks.

What type of certification is required by the trainer?

* Training must be conducted by a certified trainer. The instuctor is required to be trained and certified as an instructor skilled in teaching safety theories and how to avoid safety hazards.

Productivity Loss

* According to the Bureau of Labor Statistics "Employers lose an estimated 20,000 work days annually due to lift truck accidents.

Costly Repair of Damages

* Repairing damages is very expensive. One of the major causes of damage to product, equipment and facilities is improper lift truck operation. According to The Wholesaler, "A study from a major commercial property insurer found that 280 losses over a ten year period totaled over 87 million dollars."

Exposure to Litigation

* OSHA estimates 20-25 percent of all motorized lift truck accidents are at least partially caused by improper forklift operation. Statistics show that operator safety training can reduce lift truck related accidents by as much as 71 percent.  According to the U.S. Department of Labor, Bureau of Labor statistics (www.bls.gov) in 2006, 81 people were killed in forklift related accidents.

Federal / California OSHA STANDARDS
FEDERAL: REG. #29CFR1910.178 Approved March 1, 1999

COMPLIANCE DATES: The dates by which powered industrial truck operators must be trained:

1. If the employee was hired Before Dec. 1, 1999 the initial training and evaluation of that employee must be completed by Dec. 1, 1999.

2. If the employee was hired after Dec. 1, 1999 the initial training and evaluation of that employee must be completed before the employee is assigned to operate a powered industrial truck.

CALIFORNIA: TITLE 8 SECTION 3668 Approved Aug. 23, 1999

1. If the employee was hired Before July 15, 2000 the initial training and evaluation of that employee must be completed by July 15, 2000.

2. If the employee was hired after July 15, 2000 the initial training and evaluation of that employee must be completed before the employee is assigned to operate a powered industrial truck.

EXCEPTION: Agricultural operations as defined in Section 3437 of the General Industry Safety Orders are exempt from the requirements of Section 3668.
